I don't think too many people would be upset if they have to wait until 11AM to download a release when 6 months prior they could get it at 10AM, especially since deadline changes (when they unfortunately, but inevitably occur) tend to happen on the order of weeks, and mirroring isn't a sub-1hr. activity either (or downloading, for many people, for that matter).
