$ rpmdev-vercmp 8.83.5.1_1-38.fc21.1 8.83.5.1-39.fc22.1
8.83.5.1_1-38.fc21.1 > 8.83.5.1-39.fc22.1

rpmdev-vercmp takes EVR input, not NEVR.
