in the meantime Rex Dieter became the core maintainer of the Fedora packages too - kde-redhat is the playground for Fedora packaging and "kde-unstable" is the preview of the next major update "kde-unstable" is not always recommended and should be taken with care, in case of 4.13 it is quite stable "kde-testing" usually has the same packaging as "updates-testing"
