Could you elaborate how this would impact using GDM to boot into a KDE
session?  From a packaging perspective, would KDE now Require SDDM or
would it be possible to install it without having SDDM installed?

KDE itself doesn't require a specific DM, any DM is fine. There is no impact on GDM.
