i know that all and aware that it is not perfect but if others "adopt" something existing and already widely used they hardly can demand to change all existing code if you take the word "specification" strong you need also to refuse any RFC because "request for comments" is not a spacification by it's meaning and at least you have to forget any draft RFC, some of them are used for decades and where never finished but nobody changes them and say "and that is now the standard, anyhting out there with different behavior is no longer standard confrom" honestly you should be careful in general with "specification" and "standard" because there are only a few institutions world wide in the position to define a standard at all the rest are de-facto standards
