TASK DESCRIPTION
Mostly needed for depcheck at the moment, all of the builds in a tag need to
be checked along with any triggering builds to verify that the pending builds
as a whole don't break the dep tree.
Example:
koji: action=download_tag tag=f20-updates-testing-pending
dest={{workdir}/builds/
