I might be missing something, but to me that seems just life with a generic transport that doesn't have built-in identification of connected devices. This applies to RS232 (your case), but also to the (classic) parallel port and even to Ethernet. In such cases, plug-and-play won't work, but that doesn't seem like a big deal to me.
