There's actually some stuff in PackageKit: https://gitorious.org/packagekit/packagekit/source/4b597726bb0eb5e4c8bf318020fd9be44862b982:backends/hawkey but unfortunately not as a separate library anymore. Still, wouldn't pkcon be an option for the default CLI tool? After all, PackageKit is what we default to in the UI.
