In case somebody runs into the same problem, I managed to fix it. Mount and
chroot to the root filesystem from a live cd and reinstall grub2 with
'grub2-install <my-disk>'. Simple yum reinstallation did nothing (there still
was almost empty /boot/grub2 as shown in the original message).

I'm not sure why there was nothing but themes and a config file in /boot/grub2
after the installation/reinstallation. I tried grub2-2.00-21.fc20.x86_64.rpm,
grub2-2.00-23.fc20.x86_64.rpm and grub2-2.00-24.fc20.x86_64.rpm, all resulted in
the same broken /boot/grub2.

Anybody have any clue? Am I the only one that ran into this? Or is it broken?
