I cannot be sure, but I think you're referring here to the breakage caused by initscripts-9.45-1 due to the missing "Provides: /sbin/service", but that has been added in 9.45-2.
Which leads me to my next point: What does it hurt to have the command there?
I was not suggesting removing the command, but merely the RPM Provides eventually.
