Similarly, xchat-ruby was broken today. I've bumped the rawhide and
F-19 versions in git and issued builds; however, what's the plan to
push out the ruby-2.0.0 and Requires: ruby(release) = 2.0.0 packages
to F-19 in tandem so as to not break anything? Or is F-19 early enough
that we aren't using updates for it yet?

The Ruby 2.0.0 is already in F19 and F20 and no, you don't need to push
updates via Bodhi yet.
And BTW, you don't have to specify the ruby(release) version anymore. 1)
there is dependency on libruby.so.2.0()(64bit) anyway 2) we assume by
default, that next Ruby versions will be compatible.
