Thanks for the pointer, in icu-50.1.2-2.fc19 I solved that instead with sed -e '/^#define __UCONFIG_H__/ r uconfig.h.prepend' -i common/unicode/uconfig.h as uconfig.h.prepend is created by configure and meant for this reason.
