It seems Module::Build skips conversion when it cannot use Pod::Man which is not implicit in build root with untaggerd perl. We need to put Pod::Man (and Pod::HTML?) to dependcies of perl-Module-Build or perl-devel or we will have to touch each package. The same applies to ExtUtils::MakeMaker probably. -- Petr
