No, this feature has nothing to do with Windows. You can get Windows guest drivers including a RH-signed QXL driver from here: http://alt.fedoraproject.org/pub/alt/virtio-win/latest/images/bin/ You can also build from source but then you have to sign them with some "developer test certificate" or something in order to get them loaded on x86-64 WNT guests.
