This looks like regression in RPM. I am pretty sure this construct
worked on F17 and not sure why it shouldn't work on F18.
More likely its this regression in fedpkg:

Ah, thank you. And Mattias, the root owner, is author of the ticket, so
he is probably very well aware of root issues.
