Rather than make "someone" review a whole bunch of stuff, it would be
much easier for maintainers to submit what they are doing.  Frankly, if
a maintainer doesn't think it is worth their while to announce a major
change, then it isn't worth someone else's time to sift through the
whole distribution and look for "notable" changes.
