This actually has nothing to do with mass rebuilds (unless I am
misunderstanding). Mass rebuilds are done _before_ branching to avoid
problems like this. :)
Yeah this isn't as much of a problem as I first thought. Branched wouldn't
be there at that time. There still be cases where updates to the latest
release branch would need to be duplicated in rawhide, that wouldn't
otherwise, but there wouldn't be that many.
