Start by filing bugs. Every feature owner should get the chance to first fix things before you escalate it all the way to FESCO. Right now there is exactly one bug in tracked in the tmp-on-tmpfs tracker bug: https://bugzilla.redhat.com/show_bug.cgi?id=826015 One bug doesn't sound too bad, so I see no reason at all for all the hubbub you are creating, and find it very uncoridal to go berserk with escalating to FESCO before even filing a single bug, thank you very much.
