That's what /tmp has always meant to be i.e a temporary filesystem that is not persistent across reboot. Relying on that has always been wrong it is perfectly fine to do delete everything in /tmp on reboot. That's broken /tmp should be cleaned up after reboots while /var/tmp should *not. So mixing them up is a bad idea.
