No, I didn't. upstart would be installed in F15 even without last F14 upstart 
update [1].

upstart > 0.6.5-11 hit F15 in October 2010. upstart-0.6.5-12 and higher 
obsoletes
upstart-sysvinit (#635323) in the same way as systemd so yum pulls them both.
