While not directly a Fedora issue, I recall that some 3rd party repositories (for example RPMFusion) will sometimes be able to move a package from its repo to Fedora itself (patents expire, licenses change, etc.). Same package name, newer version.
I would presume that under the current proposal (and using defaults) a vendor change of RPMFusion -> Fedora on a system-upgrade would fail to move to the Fedora version, meaning that the existing RPMFusion version could end up not get updated to the current (and maintained) Fedora version going forward.
