And to followup a bit more... it seems there was another issue at play.
There was/is a koji session bug along with some weighting issues
( session already fixed upstream:
https://forge.fedoraproject.org/koji/koji/pulls/4588 )
This basically caused some builds to start, the session on the builder
reset and the weight of the task got set really high and no builders
could take it, ie:

and they were just stuck in FREE. ;(
I have now pushed the fix to our koji hubs and gone though and assigned
all the stuck tasks.
I'll keep an eye out for anything further.
