I meant "as an update". > The 'fx-updates-candidate' tag is added by koji upon a successful build > and it's used by bodhi to find builds ready to be placed in new updates. That clarifies things - I didn't know whether that tag meant "ready to be submitted as an update" or "submitted as an update". So the maintainer simply didn't submit it.
