Should we make a SHOULD NOT guideline against SO bumps on branched
within 14 days (in case packages are in critpath where that's the
minimum required time) of final freeze? This is the second f43 mass
rebuild happening this week, one of which requires complex
bootstrapping, and it all seems risky.
