This can only be done for new installations of Fedora 43+. Existing installations can't be upgraded because shrinking a partition is an extremely dangerous operation, and some file systems don't even support it.

Windows also encountered a similar problem with the recovery partition (well known update error 0x80070643).

I think 1.5 GB isn't enough. /boot should be at least 2GB in size.
