It was a longish story... We had 'notifs' which was an app build around fedmsg messages. It was super flexable, but also super complicated and hard to figure out. In that application if you were a packager it would add you a 'default' set of rules which you could then adjust (if you could figure out the interface to do so). Then, a few years ago we moved from fedmsg (zmq based) to fedora-messaging (amqp based). So, the old notifs app wouldn't work at all and was re-writen as the new notifications application. Hopefully a much easier to use interface. There wasn't really any easy way to translate the old rules to the new ones, and also lots of people had changed and edited them, so doing a 'default' for packagers wasn't seeming too good either. So, in the end everyone just got a blank slate.
