I would probably go with:

Suggests: (emacs-pgtk%{?_isa} if libwayland-server%{?_isa})
Suggests: (emacs-gtk+x11%{?_isa} if xorg-x11-server-Xorg%{?_isa})
Suggests: (emacs-nw unless%{?_isa} unless (libwayland-server%{?_isa}
or xorg-x11-server-Xorg%{?_isa})
