That just does not work. People do not read announcements. People also hate having to do manual steps (all the more because SSH does not even offer you to just say "yes" to the new key, it assumes that the change must be the effect of an attack). SSH assumes that the host key NEVER changes and will always print a big scary warning and refuse to connect if it does. So the ONLY sensible thing to do is to NEVER change the host key.
