Please follow the steps in https://docs.fedoraproject.org/en-US/fesco/Policy_for_nonresponsive_package_maintainers/#steps to start the Non-Responsive Maintainer Process. If this is your attempt to follow Step 3 there, you did not link the Bugzilla ticket or CC the maintainer.
