It isn't even used there.  The usage in ocaml-sedlex is conditioned on
"%if %{with docs}" and higher up you'll see "%bcond docs 0".

That is correct; no Fedora packages depend on ocaml-odoc anymore.

Right, we no longer generate documentation for packages that require
ocaml-odoc.  We do still generate documentation for a few packages
that use ocaml-ocamldoc to do so.
