As I recall, the network is considered
"online" a lot earlier than you might
think (after the loopback is up?)
without additional requirements.  If
you want to wait for your system to
(possibly) acquire a dhcp address
and possibly acquire a name, you
need to also make sure one of the
appropriate network configuration
complete services (depending
on your network configuration
preferences) are enabled.

  NetworkManager-wait-online
     -or-
  systemd-networkd-wait-online
