As far as I can see in upstream GDM git, upstream GDM can actually still be built with X11 support, there is an "x11-support" meson option, which defaults to "true" even. So this is a Fedora-specific functionality regression. It should be easily possible for anyone interested to build a gdm-x11 package in Fedora without even patching the upstream code (at this time – patching might become required in a later version).
