The issue seems related to clang and ROCm. Could someone from either LLVM and
AMD investigate the problem? Here is the scratch build done in one COPR
repository:
The error is coming from ROCm's bundled version of clang and not the system
clang in Fedora, so someone from the ROCm side will need to look at it.
