It seems the problem was local to this software.

It detects TX_RING support (which, from comments, is supposed to be
required on older systems) and then it tries to use that. Once I
removed the test for TX_RING from configure.ac and set its support to
no, it builds fine, provided __GLIBC_MINOR__ is fixed in txring.h.

Anyhow, I'll continue with questions about this upstream. Something
isn't right with these tests in configure.ac, I think. I'm thinking
that if these includes indeed conflict, the test should fail, no
succeed.
