For the record, I am aware of this change causing it (I should have probably explicitly say that, I CCed the change owners).
I just wasn't sure if the user/group Provides aren't "magical" in some sort -- e.g. dnf on F42+ treating them specially by creating the user/group, but I guess the respective Provides must actually exist.
