these four packageswere using SPDX format, they were just
considered "invalid" because the SPDX license list used in Fedora
didn't include identifiers that are valid in upstream SPDX but
deprecated.)
Yes. It is lie-to-childer [1] .
Technically speaking "not in SPDX form" means:
It either do not use SPDX id, or is not correct SPDX formula. Or the ID is not
allowed in Fedora Linux or was not even submitted for evaluation.
