libkdumpfile 0.5.4 => 0.5.5 involves bumping its soname from 10 to 12
(not quite semantic versioned, this one).

This is also the last release with the deprecated Python bindings, which
no other package in Fedora repos currently use, and those are already
removed upstream in favor of `pykdumpfile`:

The only usage of libkdumpfile in Fedora repos is by the drgn package,
which is maintained by the same people as libkdumpfile, so I'll be
releasing both in a week per the updates policy:

Stable releases will not be touched (but the spec changes to
libkdumpfile I'm preparing will keep the Python bindings enabled if
rebuilt on anything lower than Fedora 42, just in case) - unless we end
up in an unlikely situation where there is a major issue with
libkdumpfile that requires updating to address.
