Fedora is open by default. Everything is supposed to happen in the open
unless there is a specific reason for it to be done otherwise. This is
why we have ticket trackers for everything, public meetings, public
chat rooms, public forums, public package repos, a public build
system...

It's a bit hard to find this written down anywhere, but at least to me
it's been a part of the Fedora DNA forever. The Fedora mission does say
"We do all of this as a transparent, collaborative community of
Friends".
