A quick search at sourcegraph.com suggests nothing actually uses xmlif.
So, I'd say: just drop it. If anyone needs it, it can be resurrected
as a separate package easily.

It's a single C file, so it's trivial to package. One can take some
inspiration from the original upstream spec file:

I'd say: go for it. Shoot an e-mail here with an actual announcement and
date. Or you can even submit a Self-contained Change for this to ensure
