+1 , move the actual version to one compat package, for example
protobuf3.19 package , update protobuf if any package fail to rebuild ,
build it against compat package 

Waiting for all packages be compatible with new version , may be a huge
task and also may delay the updates , when one of these things happens
I think we should provide a compat package .
