The vendor configuration was never enabled, at least not functionally. In
order to activate it we first have to create a Fedora System-Wide Change,
since we are changing the location of several important configuration files
of a core package. In addition, we'll have to adapt the pam-redhat
<https://pagure.io/pam-redhat> "upstream project" to adapt to this change.
That's what forced me to reverse this configuration change in the first
place.
