Request the old account gets disabled. That can be requested in
https://pagure.io/fedora-infrastructure

(We really need a reset flow so creating new accounts isn't required
in this scenario.)

The reason is fairly simple: it's the only way we can authenticate the
request in a reasonably automated way. Otherwise human validation is
required to ensure it's not something worse.
