gspell soname change and rebuilds in rawhide and F41

I updated gspell to 1.13.1 in rawhide and F41 yesterday, and rebuilt all dependent packages that would be affected by the soname change (a build system change uncovered a symbol that was unintentionally public, and is now hidden, changing the ABI).

If anything further comes up, please let me know, and I would be happy to help with rebuilds, etc. There has been no API change, so rebuilds should be trivial.
