Most Fedora users probably do not have to do so as much as they would
in the past, but I can say that many Fedora developers may have to
regularly do so. Depending on the hardware, I have to do this at least
once a major kernel update or updates to systemd, dracut or related
packages.

That said, I needed to talk my 78 year old Dad through command line
grub debug issues about 3 times in the last year with needing to get
to a VT in order to debug things due to various boot-time bugs that
made it into Fedora after release. His laptop is a Dell Latitude so
not that odd but video drivers went odd and another time dracut didn't
grab a driver needed.
