This is correct, but it's not a recent change. It has been in the updates policy and packager update docs for years: https://docs.fedoraproject.org/en-US/fesco/Updates_Policy/#updating-inter-dependent-packages https://docs.fedoraproject.org/en-US/package-maintainers/Package_Update_Guide/#multiple_packages If you got away with this before, it was because libqalculate was not in the critical path so openQA did not test it.
