Hello,

I am about to send a reminder about Rawhide packages that were not successfully built on a supported Fedora release / fail top build for 2+ releases.

Amongst the list of the packages, I see:

    java-1.8.0-openjdk-portable-1:1.8.0.412.b06-1.fc38.src
    java-11-openjdk-portable-1:11.0.23.0.9-1.fc38.src
    java-17-openjdk-portable-1:17.0.11.0.9-1.fc38.src
    java-21-openjdk-portable-1:21.0.3.0.9-1.fc38.src
    java-latest-openjdk-portable-1:22.0.1.0.8-1.rolling.fc38.src

Technically, those packages do not fail to build, but they were built on Fedora 38 on purpose. However, Fedora 38 is now EOL so the package do violate the "built on supported release" principle of the policy.

Should those packages be exempted from the policy, or should we rebuild them on Fedora 39 now? I don't know if this poses some additional expenses wrt certification.
