It is still not late to introduce e.g. `%callaway_licenses` macro and enclose the old licenses into such macro, to make it more obvious that those licenses were not converted yet. This should have been done from the start ....

The other way round. We will not encourage using lower case and all our examples use upper case. is valid SPDX expression. And was even valid with SPDX v2.x specification. But please dont say that to anyone :)
