This was originally approved as part of the Fedora 40 toolchain update, but we encountered a GCC/glibc ABI mismatch which we fixed in glibc.
I couldn't do a full distribution rebuild test (and there was just one package that showed the ABI bug in the first run!), but I tested building bash, lua, libomp in a side tag before merging the redhat-rpm-config update.
