Why was this dropped instead of just being pushed to the next release?
There is already the compat package imported (
https://src.fedoraproject.org/rpms/tbb2020.3,

and it was stalled by fallout from Python 3.12 (

Dropping the change and making the owners go through the entire process
again in F40 when it is already in progress is not a nice thing to do.
