My concern is that especially for packages that end up being both in Fedora, and in EPEL (of which I have a few) there are occasionally tightly related RHEL issues, and the advantages of having "one pane of glass" to follow the dependencies has had some advantages for me personally. (*) I am not a strong fan of jira, but neither am I a strong fan of bugzilla. Both have certain goodness, and badness, and ugliness.
